Step 1: Chiffon Fabric |
What you will need:
1 yard polyester chiffon fabric
3/4 yard rayon lining
Scissors
Wide elastic
Thread
Pins/Needles (or machine)
Chalk
Step 1: Lining Fabric |
Step 2: Fold it once |
Step 1:
Take the rectangle of chiffon fabric and sew one side of it together. Do this with the lining fabric too.
Step 2:
Hem the top of both fabrics. This will attach to the elastic band. How To in next step.

Step 2: How
Hem it by folding the fabric end in half once, and then folding that again, so that the end of the fabric is hidden.
Step 3:
Pin. You are hemming both fabrics. WARNING - Chiffon is extremely frustrating to hem, so this step may take some time.

Step 4:
Now we are going to attach the chiffon to the lining. (If you fabrics are the same width, just go ahead and sew it evenly.)
The way you do this with even gathering is by doing it in sections.

First four points all around the skirt,
then halfway between the points,
then a 1/4 of the way,
and so on until there is
no more spare fabric.

Hopefully you should have no loose fabric at this point, so now it's time for you to sew them together with a straight stitch.
Step 6:
Go through slowly removing the pins as you go.

Step 7: My settings for the stitch |
Step 7: Now it's time to attach the skirt to the elastic waist band so we can sew it.

Make sure you have the waist band measured to your waist and sewn together with a zig-zag stitch.

Ok, now it's pin the elastic to the skirt. This is the same process as pinning the chiffon to the lining.

Proceed to do this to the other 3/4.

Step 10:
Sew the elastic to the skirt with the zig-zag stitch I mentioned earlier. I used blue thread to add a bit of detail.
Step 11:
Yay! Cutting! Measure the length you want the highest part of the skirt to be and add an inch for seam allowance. Sorry I had no pics, but I did it by cutting up to the measurement and then cutting a from the bottom up to the point in an arch. In this step, I also cut the lining to a length I liked.

Pin and hem each layer of fabric, again this
may take some time, but you cannot skip this. If you do, the second you wash this, it will unravel like crazy.
